Delete 2FA method without signing-in global admin?

My boss cannot sign-in into his work account since he lost his devices (both phone and laptop). Although he knew the password, it requires 2 factor authentication (and there is no alternative way to verify his identity). He is the only one Global Administrator in our tenant. Is there any ways that could remove 2FA from his work account?
