How to fix missing add device to Azure option in settings

Have several HP mt22 mobile thin clients that we would like to attach to our existing Azure AD. When we go to Settings->Accounts->Access Work or School->Connect, there are no options available to connect to Azure or our local domain. Clicking the + button returns the message "Search for app in the Store?". A check of DsRegCmd /status shows the device is not registered to any domain. Have tried changing the workgroup to MSHOME with no effect. To my knowledge, these devices should be capable of joining to an Azure AD. The specifics on the OS are as follows - Windows10 Enterprise LTSC, version 1809, build 17763.1879. What am I missing? Thanks for any help you can provide. We would hate to have to trash 15 of these things.

    You fixed the issue by browsing into control panel > System > Change option You were able to join the device to local domain.
