    Hi @Khurram Rahim ,
    We couldn’t directly migration Exchange 2003 to Exchange 2016, we need to migrate Exchange 2003 to Exchange 2010, then migrate Exchange 2010 to Exchange 2016.

    Please following the steps to migrate Exchange 2003 to Exchange 2010.

    1. When upgrading to Exchange server,we can't perform an in-place server upgrade on an existing Exchange server. Therefore, we need to install Exchange2010 on another Windows server that joins the same domain, create a coexistence environment, and then migrate.
    2. Before installing Exchange 2010, please make sure your environment meets the requirements of Exchange 2010. For higher versions of Exchange 2010 and Exchange 2016, the minimum requirement for the AD environment is Windows server 2008 R2 SP1, so please ensure that your DC and AD forest functional levels meet this requirement. The server operating systems and client operating systems supported by Exchange 2010 and 2016 are different, please refer to the following link for the specific version

    3. Please confirm that the system requirements of Exchange 2010 are met before installing Exchange 2010, and then install the prerequisites required for Exchange 2010.

    4. Then please run the following command lines to prepare Schema/AD/Ad domain(If you use the installation wizard to install, you can skip this step because the installer will do it for you). setup /PrepareSchema
      setup /PrepareAD
      setup /PrepareAllDomains
    5. Then you could install the Exchange 2010,because coexistence with Exchange 2016 requires the version of Exchange 2010 to be Exchange 2010 SP3 or higher, so please upgrade your Exchange 2010 to a higher version after installation.
    6. Then we need to verify the successful installation of Exchange 2010, verify the Mailbox Server role installation, move mailboxes from an existing Exchange server and so on.

    Please make sure that your Exchange 2010 could operate normally, since Exchange 2003 cannot coexist with Exchange 2016, we need to uninstall Exchange 2003 before installing Exchange 2016.

    Then we could following the steps to install the Exchange 2016 on another Windows server that joins the same domain.

    1. Before installation, please make sure that the system requirements for Exchange 2016 have been met, especially the versions of DC and AD forest. Then install the prerequisites for Exchange 2016.
      For system requirements and prerequisites, please refer to: Exchange Server system requirements and Exchange Server prerequisites
    2. Please run the following commands to prepare the Schema/AD/AD domains(If you use the installation wizard to install, you can skip this step because the installer will do it for you): <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms /PrepareSchema
      <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms / PrepareAD
      <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms / PrepareAllDomains
    3. Then we could install the Exchange 2016. It is recommended that you install the latest version of Exchange 2016.
    4. Then we need to set the URL for virtual directory, set the DNS records, move the mailboxes and so on.

    In addition, considering the complexity of migration, it’s recommended for you to use the Exchange Deployment Assistant to migrate Exchange 2010 to Exchange 2016 . It will provide you with specific steps and guidance.
    If you only have very few user mailboxes in Exchange 2003, you can export these mailboxes to .pst files, then uninstall Exchange 2003, then install Exchange 2016 as described above, create new user mailboxes and import the .pst file into the new mailboxes .
