My subscription does not allow me to create a ticket, so I emailed my subscription id and URL of this thread to AzCommunity[at]microsoft[dot]com. Would you mind checking this issue, please? @romungi-MSFT

@mp4124-4872 I have reached out to the Product group team and waiting for them to re-enable the bing resources for your subscription. I will keep you posted.

@mp4124-4872 After discussion with our Product Group team, we have unblocked your subscription to create bing resource.
