SaaS offers cannot be purchased with Developer accounts and for United States region, getting an error.

This is Shweta.

I have created a SaaS offer and a TeamsApp in Microsoft partner center. SaaS offer is live in Microsoft Marketplace.

There are 2 issues which I am facing with respect to SaaS offers in AppSource.

1. I am not able to purchase the subscription for developer accounts. Getting the below error. I am trying to add sold-to address but getting a blank page. Can you please check, let me know what could be the issue and why I am not able to complete the subscription.
   

However, I am able to purchase the subscriptions for the accounts which have MS365 subscription, but not for developer accounts.

1. Another issue is, if the Tenant's region is United States, the user is not able to purchase the subscription for any plan. In the SaaS offer, I have selected United States from the list of countries where the SaaS offer can be purchased. I am trying it for the tenant with India as the region in AppSource, there I am able to purchase the subscription without any discrepancy. So the conclusion is, for India, it is working fine, but for United States region the SaaS offer purchase can't be made.

Can you please check and let me know what could be the issue?
