Welcome to Microsoft Q&A platform and thanks for posting your question here. It seems like you are encountering a "Proxy Authentication Required" error with status code 407. This error occurs when the client must first authenticate itself with the proxy. You may need to check your network settings locally for this issue. Hope this helps. I solved this issue. In system environment variable http, https ( assigned username and password of proxy authentication).

Issue: Azure Blob Storage. Service request failed. Status: 407 (Proxy Authentication Required)
Solution: Customer shared - In system environment variable http, https; assigned username and password of proxy authentication. This resolved the issue.
