While based on my test, I was not able to reproduce this issue.
Below are the steps of my test.
1.create a public folder calendar following Create a Public Folder calendar in Exchange Online
2.check the current permission on the calendar folder
kael: Owner
user01: PublishEditor
Default: Author
3.create a meeting as kael in Outlook and create a meeting as user01 in OWA on the public calendar
4.check the public calendar as different users kael:
user01:
user02 (another user which has no specific permission in the tenant):
To further troubleshoot this issue, please share below information:
1.run Get-PublicFolderClientPermission -Identity "\public_folder\calendar" in Exchange Online Powershell to get the permissions on the calendar folder
2.the steps you are using to create meetings on this calendar (including client versions, like Outlook or OWA)
3.the issue symptom that you are not seeing others' meetings on the calendar but only the meetings you created
