I'll just add that I have a password change policy in GPO, but it only covers password length, password longevity and remembering password history. Nothing else is set related to the password policy
error when changing password
Hi, users have a problem when changing their passwords. When I press ctrl alt delete and type the old password and the new password, I see the message: A device attached to the system is not working properly. When this message pops up, the password does not change. The problem occurs on many client stations. The problem also exists with different accounts. I have the latest updates uploaded on my windows server 2019 standard. I can only change the user password by logging into the server and going to the users and computers tab. There is no way to change it on the client stations.

Thank you for posting in Q&A forum.
Here is a similar thread with marked answer below.
The Group Policy for the Default Domain Controller Policy was missing the setting for Users group"
- Computer Configuration --> Windows Settings --> Security Settings --> Local Policies --> User Rights Assignment --> "Access the computer from the Network"
By adding Users to this setting , users of the system are able to change their password at first login. Remove users and the error message "A device attached to the system is not functioning". https://learn.microsoft.com/en-us/answers/questions/53022/a-device-attached-to-the-system-is-not-functioning If it does not work above, please troubleshoot as below:
- Your post mentioned a policy regarding password content restrictions. Check the password policy settings to ensure that the new password you are attempting to change meets the requirements of the password policy.
- Ensure that all hardware device drivers for client workstations are up-to-date, especially for input devices such as keyboards and mouse.
- Confirm that the network connection between the client workstation and the domain controller is good and stable. Network delays or interruptions may affect the password change process.
- Ensure that Active Directory replication between all domain controllers is healthy. AD replication issues may result in password changes not being synchronized correctly.
- View event logs, especially security logs, on the problematic client workstations and domain controllers to identify relevant error or warning messages, which may provide more information about the cause of the problem. I hope the information above is helpful. If you have any questions or concerns, please feel free to let us know.
