There are a couple of options that you can explore to restore access to your account:
- If you're the only global admin on the account and are completely blocked, reach out to the Azure/365 Data Protection team to restore your access. You can reach them at 866-807-5850

- You can try to use the recovery form defined here -- https://account.live.com/acsr
