Are you using/installing the latest version of Visual Studio 2022?
This issue seems to be a known issue(before) and has been fixed, see this thread: Visual Studio 2022 does not start.
Please search Developer Command Prompt for Visual Studio 2022
in Windows Search box, open it and run devenv /ResetSettings
command.
If it doesn’t work, please try to manually remove VS by deleting following folders and Registry keys(please backup Registry keys before removing them):
C:\Program Files (x86)\Microsoft Visual Studio
C:\Program Files\Microsoft Visual Studio
%programdata%\Microsoft\visualstudio\packages
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\VisualStudio\Setup
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\Setup
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\VisualStudio\Setup
After that download a new VS setup file, reinstall VS.
