For better research, please provide more details about this case:
What is your account type? Such as @outlook.com ?
Will all email images be blocked?
Do other users in the organization have the same problem?
Please try the following possible solutions in Outlook web mail:
Go to Settings>> View All Outlook Settings>>Mail>>Junk Email, remove the blocked senders/domains, and add the senders/domains to the list of allowed senders (if they have ever been blocked in your Outlook webmail).
In Outlook Web Mail, select the information bar at the top of the message and click "Download Pictures". This will unblock pictures of individual messages from trusted sources.
In an open message sent from a specific email address or domain, right-click the blocked item. Then click "Add Sender to Safe Sender List" or "Add Domain@domain to Safe Sender List.
If none of the above methods work, you may need to contact your administrator to change some of your anti-spam/phishing rules/policies. These rules/policies affect how Outlook web mail blocks or allows external content.
