Bing Search v7 status shows Failed with message "Bing resources are suspended for this subscription"

I am seeing the same issue as this post: https://learn.microsoft.com/en-us/answers/questions/1525270/cannot-create-bing-resource-it-says-that-the-servi

However, my subscription does not allow me to create a support ticket. How to get it resolved?

The Product group team has unblocked your subscription. You should be able to create Bing resource now.
