Partner Portal account has no global admin. Cannot verify app.

We need to be a verified publisher in order to use Microsoft SSO & integrate with Outlook mail & calendar APIs. The user registered with the Partner Portal has Global Admin role on Azure (free) work account where the app has been created. However, on the Partner Portal there seems to be no global admin so "Legal Info" and "Identifiers" show nothing.

They refer to a "User Management" menu which I don't see. It also suggests sending a support request which also doesn't yield results.

It seems there is a bug in the Partner Portal: when creating a new Partner account no global admin is created and therefore it is impossible to set up app verification.

I have seen that others have posted similar issues. This should be a high priority issue for Microsoft as it looks like the Microsoft Partner Center is effectively closed for new partners as it is impossible to verify an app.
