I understand that you would like to create message with your picture as the background, is it right? If so, you could achieve it by the steps below:
- Create a new message and set the background(New messages>Options>Page color>Fill effects>choose your picture)
- Save this message as the Outlook Template file(File>Save as>Outlook Template)
- Next time you could create the message based on this template via New items>choose form>More items> User Templates in File System
