If the request is malformed or not targeting any of the existing REST API resource groups then it's expected to receive 400 error.
Note: One example error would be if you try to call only the domain portion of your resource ( https://contoso.communication.azure.com) without a concrete resource group (/sms , /chat, etc). Then you would receive above error.
