Run SSIS Packages using Azure Elastic Job Agent

I would like to migrate some on-prem SSIS packages (and T-SQL based jobs) that are called from SQL Agent.

I understand that the packages can be executed in Azure Data Factory using the SSIS runtime.

However, I am wondering whether this is needed if I am using Elastic Job Agent.

The article below suggests that you can create the SSISDB in Azure SQL and use T-SQL to register packages, targets and scheduling information.

What I don't understand is "how" the SSIS packages can be executed - where does the SSIS runtime component fit in with this approach. Does it still require ADF and SSIS runtime setup?

I understand that elastic job agent is in preview and there may be components that exist behind the scenes but have not yet been surfaced to the portal.
