Share PowerBI Report with External Users

I used to be able to share a report with external users through the PowerBI app. Now the share feature isn't working the same as it used to. What has changed in the last couple of months and how do I now share with external users? I have a PowerBI Premium license.

This issue is still unresolved. We’ve tried sharing through SharePoint and publishing to our website and continue to hit the same issue.
