Site unavailable after upgrade SharePoint 2019

This issue started with the KB 5002558 patch (Feb 2024) and was completely unfixable in the KB 5002562 patch (Mar 2024).

Issue Summary

SharePoint site becomes unreachable after patch installation and configuration wizard run on all servers in the farm. The server status page shows no actions required. Initially, we were able to fix this issue by restarting the SPTimerService on the front-end servers as suggested here but with the March release, this no longer fixes the issue. We also tried rebuilding the timer jobs by clearing the cache files as suggested here with no results. The only error we are seeing in monitoring is related to the timer service:

Based on this error we found a solution to restart the SPAdminV4 service on the primary application server using the script found here. But again this didn't solve the availability of the site. This did clear the error involving both servers but created a new error on the secondary application server:

We restarted each of the failing services listed individually from Server Manager>Tools>Services and finally attempted to restart the entire server with no results. We also attempted to run the configuration wizard again on both the failing servers and also Get-SPProduct -Local command to see if that would clear anything out.

I'm not sure what log files would be relevant here but would appreciate any direction or advice to resolve this issue as it has been a struggle for the last two months.
