sign up issue on azure portal

I created a azure account, with free trail subscription ,and I did authorised with visa credit card but in the last step we got message you are not access for free trail,you are not eligible like this message appeared on screen. Please help me why this happens.

    Hello,To ensure eligibility for the free trial subscription, I would advise you, signing up with a different user account and utilizing a new credit card. This ensures that each free trial is allocated per unique card.

    1. Microsoft limits the number of free trial subscriptions that you can create per account. If you've already created the maximum number of free trial subscriptions, you won't be able to create another one.
    2. The Azure Terms of Use agreement limits free trial activation only for a user that's new to Azure. If you have had any other type of Azure subscription, you can't activate a free trial.
    3. The Azure free trial is not available in all regions. Make sure that you're in a region where free trial is available.
    4. Ensure that the information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct. Also, make sure that the credit card information that you provided is correct and matches your bank records.
