Visual Studio CE won't display my custom template

I installed VS 2022 CE on a vm and copied my custom template to the correct template location, but I can't get VS to show my template when you select Create New Project. I have the vm set up the same as my desktop. I just copied the zip file to the vm. It's the same template. I have VS 17.8.6 on my desktop and 17.9 on the vm. I've tried the 'repair' fix, but to no avail.

    I found the problem. I wasn't paying close attention. On the vm, instead of %USERPROFILE%\Documents\Visual Studio 2022\Templates\ProjectTemplates, I put the template in ProjectTemplates\C#. The vstemplate file is coded for C#, but VS couldn't find it in that folder. When I moved the zip to the ProjectTemplates folder, it found it. Now the question is, why does VS put those folders there if it can't find templates there??
