External access to Inbox or Sent items is not supported, regardless of which version of Outlook you are using. Neither is the Anonymous level (at least in Exchange Online).

Based on my personal search, I haven't found any official documentation on how to use anonymous option to allow outsiders to access folders.
We can only share your mailbox folder within your organization, just like make someone your delegate.
