While creating a Communication service and ice server relay i'm getting error

- Are you creating the communication service through portal or through cmdlets or through any scripts.
- Elaborate more exactly with steps what exactly you are trying to do?
- Where you see this error message and which service inside ACS you are using (SMS, email etc.,.)
