Kindly try the following steps and let me know if it helps:
- Login to Entra ID portal> Go to the ALL users > that particular user >Authentication method> After that you will get the below option: Afte that you need to register for MFA again and then try if you are able to update the authenticator, In addition to the above steps please also try to Revoke all MFA sessions
- To revoke MFA session: Go to Users >Revoke session:
Kindly make sure that you have a Global Admin account who has access to the portal , you may create one as well to perform this testing.
