I see that you are unable to remove Azure AD / Entra Tenant with message 'Delete all license-based subscriptions' and 'Get permission to delete Azure resources'. With regards to deleting Azure Resources you would need to elevate your access as a Global Admin, browse to Azure Subscription to validate if there are any subscriptions and if there are any resources within that subscription. If there are any Azure Resources or Subscription associated with the tenant you would need to remove them before you can proceed with Tenant deletion.
If you are still unable to delete the tenant due to blocker of Azure Subscription you can raise a support request with Azure Subscription Management Support who can help you immediately delete any associated Azure Subscription once you cancel it from your end.
