What type of account are you using? As far as I know, IMAP and POP are sync protocols that are unable to sync calendar, contacts, etc. They can only sync email. If you’re prompted to set up your email as an IMAP account, your email provider may not be able to sync calendar and contacts.
If you are using Exchange or O365 account, you can try the following steps to resolve this issue:
- Check your sync settings: Go to the Calendar in the Outlook app and tap the three lines in the upper left-hand corner. Under your email accounts, make sure “Calendar” is selected.
- Reset Account: In the Outlook app, go to Settings > Tap the account that is not syncing > Tap Reset Account. Check to see if your account is syncing.
- Delete and Re-add your email account: If resetting the account doesn’t work, you might need to delete and re-add your email account in Outlook for iOS.

Besides, it seems that your issue is more related to Outlook for mobile. So, in order to better solve your issue, it is suggested for you to try contacting the in-app support (see Get in-app help for Outlook for iOS and Android) or post a new thread to the dedicated forum for Outlook for mobile.
