How to regain access to Outlook account

Hi there,

I have created an email recently with outlook but someone has managed to unlawfully gain access to the outlook account and has turned on 2 Factor Authentication and has put a phone number and recovery email that I have never seen before. Wanting to know how I can regain this account.
