For the first issue with Outlook and Teams, you can contact their support to look into the issue.
For the second issue, it seems you are enrolling with Android device with error. Could you confirm which enrollment method we use, personally owned with work profile or Android device administrator method?
Meanwhile, please check if the device model is in the Android Enterprise support list.
In addition, you can try the following suggestion to see if the issue can be fixed.
- Please check device platform restrictions for Android device to see fi personal or any other is restricted which block our enrollment. https://learn.microsoft.com/en-us/mem/intune/enrollment/create-device-platform-restrictions
- Please ensure the user to sign company portal has Microsoft Intune Plan 1 license assigned.
