Azure Communication Services Error Code 490, subcode 4502

When using Azure Communication Services, some clients are receiving the error code 490, subcode 4502.
However after searching the error code list https://learn.microsoft.com/en-us/azure/communication-services/resources/troubleshooting/voice-video-calling/general-troubleshooting-strategies/understanding-error-codes it doesn't seem to be described.
Does anyone have description of what this error refers to and any possible workarounds?

Likely though, this could be a configuration issue. Do those clients have restrictions that might block the connection such as a firewall in place?

2024-07-08T05:51:41.14+00:00 @brtrach-MSFT while the problem may very well be a firewall or some other sort of network restriction, what I'm looking for (if possible) is a description or explanation of what the above error codes (490, subcode 4502) refer to. If I'm able to get that information I'll be able to either take appropriate action on my end, or advise the clients to take appropriate action on their end.
