Trusted Signing identity validation status is failed, no explanation

Azure support tells me (case 2407090040012822) they don't support Trusted Signing, it's weird but they tell me that asking in public is the way to go.

I am setting up Trusted Signing for IceFire Studios Corp., a 20 year old federally incorporated Canadian corporation. I started an identity validation, it emailed me asking for one of 4 documents. I uploaded a website page showing name, address, contact information, and domain of the organization. A day or two later it emailed me again, asking for one of the same documents. This time I sent an assignment letter. Another couple of days, it asks again. This time I send a whois, done while logged in to the registrar because the public whois has privacy and doesn't show the details they want. This time I get a notice that the status was set to Validation Fail. Never any hint what is wrong.

I tried again, this time changing the primary and secondary admin emails to make sure they aren't sending an email that ends up in the admin's spam. This time a quick response, setting it to Validation Fail without asking for documents.

I am baffled. What is going wrong? I am using Tax ID as an identifier (not sure if they mean sales tax tax or income tax) rather than registered business number, because Azure's form won't accept the format of our corporate business number. Should I try it again with the DUNS number? Unfortunately D&B uses a different convention for writing the address and I am trying to avoid failures due to address mismatch.
