It seems that there is something in the cloud backend which causes this issue. As normal users, you have no access to check and repair this. In order to minimize the impact on your business, I suggest you report this issue to Microsoft via creating a service request. MS agents can help you check from the backend and help you solve this issue as soon as possible.
