Could not attach a file using a power automate.

So, I created a simple power automate flow to fetch a file in a directory and to send those attachments to an outlook mail.

Below is the flow.

Problem:
So, we can see all the excel files except the first one which is newly created by me. Rest all are created by my colleague (Site Owner) a years ago. I have a member access to the same site, and I don't think it's an access level issue.

I've tried running the flow several times over the past two months, but it still doesn't fetch the file. Can anyone help me troubleshoot this issue? Thank you.
