According to our tests, the automatic replies set in the M365 admin center can be synchronized to Teams (even if Teams is not logged in).

Please enable the "Register Teams as the chat app for Office" feature in Teams and try to clear the Teams cache.

Currently, administrators cannot enable this setting for users. Users need to log in and enable it manually.
