Windows Server 2016 Cumulative Updates Failing

I am at my wits end on this, please advise. I have Windows 2016 Server Essentials machine that is not installing cumulative updates. I have done the following:

Windows Update Troubleshooting: Potential Windows Update Database error detected: Not Fixed
SFC /scannow: runs, detects no problems
dism /online /cleanup-image /restorehealth: fails at 98.6% with error 14 not enough storage is available to complete this operation. (machine has 377GB storage space free and 28GB of memory)
Manually downloading the cumulative update from the Microsoft Catalogs fails to install the update
