Hi,

If we create a VM and install SQL server standard edition manually, can we still use server + user cal licensing model? Do software assurance can be purchased with Server + user CAL model?

However, I am not asking the licensing in normal on-prem server/VM, I am asking the licensing in Azure VM, which software assurance is a must for us to use our own license.

Can you double confirm?

License Mobility Through Software Assurance permits reassignment of SQL Server licenses to shared servers hosted on Microsoft Azure Services or with qualified License Mobility through Software Assurance Partners. For more information, please refer to the documentation I provided.

Note: Subscription licenses purchased through Microsoft Customer Agreement (MCA) do not include License Mobility through SA.

If you want to apply your license to Azure, you must have License Mobility through Software Assurance on Azure.

Is software assurance needed?

Yes!

In addition, Azure Hybrid Benefit allows the use of your own SQL Server licenses with Software Assurance on Azure virtual machines.

Does software assurance can be purchased with Server + user CAL licensing model?

I'm not the expert in this field, but as far as I know SA is purchased together with the base license.

Summarize: We can use your own license in Azure VM, but the premise is you should buy software assurance! Then you can use the two benefits: Azure Hybrid Benefit, License Mobility through Software Assurance on Azure.
