Inside of Power Automate, you can create a workflow to automatically create a "to do" from a flagged Outlook email and include attachments.

    We do not currently provide support for Azure DevOps on this site. Please ask your question through their official support channel.

    While you're waiting for a response you should search the Azure Devops Marketplace where you can find some trial versions of third party products that provide some integration for Outlook.
