Before going further, could you please collect the build number of your Outlook via File > Office Account > About Outlook? And what's the type of your account? POP, IMAP or Exchange?
Are there any error prompts when the send and receive issue occurs?
In order to confirm if your issue is related to your Outlook client, please try to log in to your web mail and see if you can send and receive emails normally there. If everything could work fine on your web mail, I'm afraid that the issue might indeed be more related to your Outlook client.
As I know, in Outlook desktop client, errors with your Outlook datafile or corrupted Outlook profile may lead issues like this, so please try creating and using a new Outlook profile via Control Panel > Mail > Show profile and see if there is any difference.
