How do I automatically delay sending of ALL email, by retaining them in the Outbox for a set period of time?

Before switching to New Outlook For Windows I created a rule to delay the sending of all email by three minutes.

In New Outlook I can't find the "defer delivery by a number of minutes" option in the dropdown list of rule actions anymore. Same with creating a quick step.

Note, this is not the same as "delayed delivery" which doesn't give me the option of reversing the sending of the email.

I need the email to stay in my outbox for a predetermined period of time, within which I can delete it or make changes to it, prior to it being sent to the recipient.

    As i know, the feature "delay all emails" is not available. We can only click Schedule send to delay one email.

    Please kindly understand that many functions are not designed at present. To get this feature more quickly, I have found a post in feedback collection website and you could vote for it. Many features of our current products are designed and upgraded based on customers’ feedback. You can also make suggestions on that website and hope Microsoft will notice this in the future.
