Can't increase low-cost vCPU quota with "manage quota" tool

I'm trying to increase low-cost vCPU quota for West-Europe region, using manage quota suggested tools. Even if I can land on quota per region page, when I change quota from 0 to 48 on "usage + quotas" page, it stops with "To follow up on quota increase requests, contact the support team". It seems there are no other options then "manage quota" tool.

    To increase the low-cost vCPU quota for the West-Europe region in Azure without contacting the support team, you can follow these steps and you must have Owner" or "Contributor" role at the subscription level.

    1. Go to the Azure portal and navigate to the "Subscriptions" section.
    2. Select the subscription for which you want to increase the quota.
    3. Click on the "Usage + quotas" tab.
    4. In the "Usage + quotas" page, click on the "Request increase" button next to the "Low-cost vCPU" quota.
    5. Fill in the required information, including the new quota amount (48 in your case) and a justification for the increase.
    6. Click on the "Submit" button to submit the request.
