AZURE - We’re unable to validate your phone number

why doesn't microsoft fix the bug on number verification ‘We're unable to validate your phone number’ i see people experiencing the same thing, but there is no clear tutorial and explanation to handle this. please find out the root cause of this, i hope someone can help me solve this.
