For this issue, how did you delete the devices? Based on my understanding, for windows devices, if you use Wipe action to remove devices and don't choose the Wipe device, but keep enrollment state and associated user account checkbox, the Wipe device action restores a device to its factory default settings and wipes all user accounts, data, MDM policies, and settings.
