SQL server 2022 licensing question

hello

just trying to figure out whether it's possible to avoid buying SA for SQL server on virtual environments using server+CAL licensing model when my virtual cluster is made up of 2 or more physical hosts.

the SQL 2022 licensing guide pdf states as follow:

The right to use SQL Server in a virtual machine under the Server+CAL licensing model does not require subscription licenses or licenses with Software Assurance; however, with subscription licenses or licenses with Software Assurance, a customer using SQL Server in a virtual machine may move licenses at any time as needed (e.g., with the virtual server) to another server in the same Server Farm

so the question is:

is it mandatory to buy SA in case my virtual cluster is made up of multiple hosts or buying an adequate number of SQL server licenses will allow to proceed without SA?

as an example:

2 sql server VMs

3 host virtual cluster

6 SQL server licenses assigned in pairs to each physical host (this will potentially cover every possible VM migration)

thanks

Why would you not buy SA? I'm not in a role where I buy licenses myself, but my understanding is that the benefits of SA are worth all the money.
