By your description, when the on-prem Exchange server is removed, Exchange Management Tools still tries to connect to it.
Here are my suggestions:
1.Check that MX and auto-discovery DNS records point to Exchange Online and not on-prem Exchange server.
2.Check to see if the Service Connection Point (SCP) value on the Exchange server is deleted.
