I have the same problem, it’s put a big standstill on my work. Extremely frustrating
Microsoft Authenticator - login problem with new device
Hello. I am the only Microsoft 365 administrator of our organization. I log in to the administration via MS Autentificator. Unfortunately, I did not activate another method. I got a new phone and I don't have the old one anymore. I also don't have a backup in MS Authenticator or Android to restore. So now I can't login to admin because I'm stuck in a loop. As the only admin, I can't log in and can't turn off two-factor authentication. I cannot use another login method. How can I proceed please? I can't even get to the invoices at the moment. I know it's mostly my fault. I am ready to send more details to the company account. Thank you for help.

While phone call, press "1" as a business email user and press "1" again as technical support. You also need to provide your subscription purchased information such as company name, billing information, phone number etc. See: https://learn.microsoft.com/en-us/microsoft-365/admin/get-help-support?view=o365-worldwide#phone-support
