Windows 11 Upgrade

Hello!

We're migrating company devices from Windows 10 to Windows 11 and most of the devices have been successfully upgraded from Win10 to Win11.
However, from the "Report" blade, when I pull the report for the feature upgrade, I've noticed a few Win10 devices are still on Win10 even though the "Update Substate" is "Offer ready" and Update Aggregated State is "In progress".

When I check for updates on the device, it shows "You're up to date". There's no windows 11 download or install in process from the device. the device is compatible for Win 11. Please advise. Thank you!

    To clarify this issue, could you please confirm us that did you upgrade Windows 10 devices to Windows 11 using update ring policy? If yes, for our issue, we can firstly check the registry keys under the following location to see if the setting has been deployed to the device.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\current\device\Update.

    Meanwhile, please check if there's any GPO with update policy set on the device. As I know, GPO will win over Intune policy to take effect.

    If the related registry key in the above location is created, but it is still not working. That means the issue is on windows devices side. You can check the WindowsUpdateClient event log to see if there's any more finding.
