I want to create the two below custom attribute :
1- accountid (Optional):
The DocuSign ID for the account associated with the user. If specified, this accountId will be used during just-in-time provisioning. This is the account that the user will be provisioned into when the user is created on first login. The accountId must be in the account GUID format. This must be specified in conjunction with the PermissionProfileId below, otherwise login will fail.
2- permissionprofileid (Optional):
The DocuSign ID of the Permission Profile associated with the user. Permission Profiles are sets of account permission settings that can be applied to individual users. Using this option allows new users to be assigned to a permission profile when they are added to the account. The ID information can be retrieved using the REST API.

Did you ever figure this out? I've tried a bunch of different ways and nothing worked.. I even had DocuSign working with me and they could help.

I managed to do this with no issues.
First visit [https://developers.docusign.com/docs/esign-rest-api/reference/accounts/accountpermissionprofiles/list/?explorer=true and login, collect your:
In your DocuSign Enterprise App on Azure, add the following additional claims:
accountid
Name: accountid
Name format: basic
Claim conditions:
permissionprofileid
Name: permissionprofileid
Name format: basic
Claim conditions:
(1) Admin
(2) Sender
(3) Viewer
If you use CLM, add a claim for clmpermissionprofileid
Name: clmpermissionprofileid
Name format: basic
Claim conditions:
(1) Admin
(2) Sender
(3) Viewer
And then follow step 13 ([https://learn.microsoft.com/en-us/azure/active-directory/saas-apps/docusign-tutorial#configure-docusign-sso) to configure the custom attribute mapping in DocuSign:
