Based on the error code, it appears to be the issue caused by authentication. Try the following possible solutions:
Check if the account is working on other devices or webmail. If it's not working on any device, then it might be an issue with the account itself.
Cut the OneAuth and IdentityCache folders out of the Microsoft folder and paste them onto your desktop. Relaunch Outlook and sign in. (C:\Users<yourusername>\AppData\Local\Microsoft).
If the issue persists, close Outlook, copy the OneAuth and IdentityCache folders back into the Microsoft folder, when it asks if you want to overwrite, say NO. Relaunch Outlook and sign in again to have a check.
