Honestly, you probably need to contact the Visual Studio Subscription Team to double confirm your billing and subscriptions. As you do not have a local version of Visual Studio, you might also need to contact Azure Team to check if some operations you performed on the Azure/Azure portal were not correct.
About contacting Visual Studio Subscription Team, you can use this link: Visual Studio Subscription Support, click "Visual Studio Sales, Account, Subscription and Billing Support", select the proper country/region, check the support methods (live chat/submit online request…).
About contacting Azure Team, you can try to add some corresponding Azure
