Take your computer apart and make sure that the memory (RAM) sticks are still good and aren't corrupted, corroded, or something like that. Try swapping the memory sticks in the device your having trouble with for the memory sticks in a different device to check if it is an error with the memory (RAM) sticks, the memory (RAM) stick readers, or something else. If the error changes devices then that is an indication that the memory (RAM) sticks are having issues and need to be replaced. If the issue swaps devices then get new replacement memory (RAM) sticks and replace the bad memory (RAM) sticks with good memory sticks.
Tell me what the result of the memory stick swapping is and if replacing the memory (RAM) sticks worked or not so I can try and help you future if needed.
Maybe some file or service is damaged causing this error, you can try to perform the repair upgrade using the Media Creation tool, this procedure will repair all Windows files and services.
1-Download the media creation tool.

2-Run the tool and select 'Upgrade this pc now'
3-Select the option 'Keep all my files and apps'
4-Then click to update.
Check your hard-drive storage.
Go to file explorer, then go to "This PC" in file explorer. See how much storage your hard-drive has that is available (not being used up). If your hard-drive does not have enough storage to give to the VM then try freeing up space.
To free space uninstall/delete apps that you have never used/apps that you barely use.
Because the VM requires both RAM and hard-drive storage to start. So if you set a new VM to run with 4gb memory, you have to have both 4gb of RAM and 4gb of available hard-drive storage to run the VM. If you don't have 4gb of RAM, or Hard-Drive storage or both it will give you the not enough memory error.
Everything you download on the VM is stored on a VM hard-drive but the storage the VM Hard-Drive can provide you depends on how much storage your physical PC Hard-Drive has available. If you have 10gb of unused space on your physical PC's hard-drive then that means you can't give your VM more than 10gb of hard-drive space because your pc cannot provide it with that much storage.
Basically the VM stores any thing you download to use on the VM in a subfolder of your VM's folder on your physical PC's hard-drive. So to sum it up the unused space on your physical PC's hard-drive is the max amount of storage space you can give your VM.
