We are planning to purchase SQL Server licenses for a virtual machine with a certain number of virtual cores (for example, 5 cores), but we have been informed by the vendor that licenses are only available for computers, even if the physical machine has a much larger number of cores (for example, 40 cores). This is causing some confusion, as we were under the impression that SQL Server licenses could be purchased based on the number of virtual cores allocated to a virtual machine.

Could you please confirm whether it is possible to purchase SQL Server licenses based on the number of virtual cores (as in the example of 5 cores) for virtual machines, or if licenses must be purchased based on the physical cores of the computer (as in the example of 40 cores)? Any guidance on this matter would be greatly appreciated.
