Hi Mohammad AE,
unfortunately, according to the official article (Perform an in-place upgrade of Windows Server | Microsoft Learn), you are not able to perform an in-place upgrade without purchasing a new key.

I am currently using Windows Server 2019, and I would like to upgrade to Windows Server 2022. Whenever I look it up online, I come across the evaluation version, but I am unable to keep my files if I go down that route, and instead, it is a fresh installation. I have stumbled upon some other ISOs, but those require me to input a new product key, including when I try to upgrade to the Windows Server 2025 Insider Preview.
Is there a way that I can keep my files and upgrade to Windows Server 2022 (or preferably Windows Server 2025) without having to go purchase a new product key, go through some trail, or pay as I go?
Thanks in advance!
